Lessee, it's been so long since I watched it... Basically there's this airheaded girl whose name I forget who lives with an insane family of lovable monsters. This guy Mikhail wants the girl to become an angel so he can graduate his guardian angel test, only everything turns out darker and more convoluted and actually thoughtful. Raphael is Mikhail's angel mentor who is "cool" (i.e. he plays a guitar and is laidback and loves to pick on Mikhail and in some views, also a colossal jerk even though you end up loving them both anyway.
